• Content first and technology agnostic: we will use a content-first approach to enable us to quickly learn from users about how we should structure the assessment tool, and what language we should use to deliver the most effective experience for them 
• Open and transparent: we will share what we learn early and often to everybody involved
• Don’t reinvent the wheel: we will reuse and learn from existing research, services, government departments and learning providers 
• Start with the most challenging: we will focus our efforts on learning more about what we know least about to test the riskiest assumptions first
• Design for inclusivity: we will test Web Content Accessibility Guidelines (WCAG 2.1) compliance and understand assisted digital needs and support requirements
• Fail fast and improve quickly: we will build only the things that we need in order to test different ideas, our riskiest assumptions and technical feasibility while investigating user needs.

Alpha, Beta, Live

Here, we’re focused on taking every measure to ensure services work as well as possible, before continuing to support development through the Live phase.
